Create a is_a_list functionality

AR's acts_as_list is a terribly useful little extension and creating a clone of it is inevitable.
There has been people asking for this before:

I've just made Is::NestedSet, and can take this on if nobody else has started implementing it. Can reuse some of the logic, and have the same move :to interface which would be nice. Please tell me if someone is currently working on it :-)
